Er stellt fest, dass das Ziel bis zum Jahr 2010 den weltweiten Verlust an biologischer Vielfalt entscheidend zu verlangsamen, nicht erreicht worden ist. Die Ausdehnung natürlicher Lebensräume schwindet in den meisten Teilen der Welt, wobei der Flächenverlust von Tropenwäldern und Mangroven in einigen Regionen immerhin verlangsamt werden konnte. Süßwasserlebensräume, Eismeere, Salzwiesen, Korallenriffe, Seegraswiesen und Muschelbänke weisen ernsthafte Verschlechterungen ihres Zustands auf. Fast ein Viertel der Pflanzenarten ist Schätzungen zufolge vom Aussterben bedroht. Die Populationsgröße von Wirbeltieren hat zwischen 1970 und 2006 durchschnittlich um fast ein Drittel abgenommen.
